POST /mpoints/complete-migration switches analysis onto the
measuring-point streams. It runs once per deployment and cannot be
undone — that is the API contract, not a policy of this example.
Call it when every measuring point on the machines is declared, and not
before: a source never declared is stored and never analysed.
